The more scouts that you have the better chance you have of scouting them because most high level players keep around 20k scouts or more to prevent other people from scouting.
Depending on your prestige level and how long the server has been going you will have many different numbers of scouts. If your on a new server you always want to keep alot of scouts and if you've been playing for awhile you will want to keep increasing the amount of scouts you have to prevent from being successfully scouted. Eventually you will be in the 100's of thousands of scouts.
